Youth Homelessness services occupy the middle ground between many agencies' and sectors' services and are characterised by the need to combine finance, expertise and capacity from many sources.
Local Public Service Agreements and Local Area Agreements have provided a framework for pooling budgets, aligning financial and other resources, and generating funds to support the achievement of targets in preventing youth homelessness.
Other authorities have been inventive in additional ways, refocusing Homelessness Grant, recommissioning Supporting People services to optimise re-investment in support for young people, and aligning homelessness with other statutory agencies' objectives in the form of shared staff appointments and outplacements.
