London Thames Gateway Development Corporation (LTGDC) is a strategic planning authority and development agency, responsible for delivering the Sustainable Communities Plan in two of East London's prime development zones - the Lower Lea Valley, (an area running north/south from Hackney Wick to Leamouth, near Canary Wharf, but excluding the Stratford City and Olympic area); and London Riverside, (an area running west/east from Beckton to Rainham Marshes, including Barking town centre, South Dagenham and Rainham Village).

It is a non departmental public body with a 10 year lifespan, wholly funded by the Department for Local Government and Communities, governed by a board of directors appointed by the Secretary of State, including councillors from its host boroughs - Hackney, Newham, Tower Hamlets, Havering and Barking Dagenham.

Working together with other principal public agencies, the London Development Agency and the Greater London Authority and private sector investors and developers, the organisation is publishing a Regeneration Framework for each area to plan their future growth over the next 20 years which will create thousands of new jobs and homes, open up public space, provide improved access to services such as health and education, transport and infrastructure.

Within the Newham area, Stratford City was identified as a strategic development location in March 2005, before London was confirmed as hosts for the 2012 Olympics. The development has outline planning consent for 4,500 homes. A masterplan for the Lower Lea Valley has been prepared in association with the Olympic bid and land assembly is well underway with financial support from Communities and Local Government. In addition to accomodating the Olympics, the area also has the potential to deliver around 20,000 homes.

The London Thames Gateway Development Corporation (LTGDC's) strategic planning powers do not give the Corporation direct authority over the main Olympic sites.  Although, it will work closely with the Olympic Delivery Authority to ensure that this area in East London will be truly sustainable for future generations. Public consultations are currently taking place to assess whether the ODA should also be granted planning powers.
