Summary

Fabric energy efficiency standard forming part of Zero Carbon Homes definition - impact assessment accompanying consultation. Following the work of a specialist task group announced in a written ministerial statement dated 16 July 2009, the Housing Minister announced on 24 November 2009 that the Department would consult on the proposed fabric energy efficiency standard. This impact assessment updates the costs and benefits of the zero carbon homes policy to take account of the proposed standard.
