This report aims to estimate the value of the contribution through planning obligations. The study has two parts: a national survey of local authorities and a series of more detailed case studies. The report provides estimates of contributions by type of local authority and by type of planning obligation.

The findings and recommendations in this report are those of the consultant authors and do not necessarily represent the views or proposed policies of Communities and Local Government.
