This is the final report of a study into the operation and effectiveness of the Code of Best Practice on Mobile Phone Network Development (CoBP). It presents key findings on two main aspects of the CoBP - how Local Planning Authorities (LPAs) have operated the guidance and the public perception of the effectiveness of the Code.
