The report analyses what local planning authorities currently spend on planning and explores reasons for variations in performance by authorities. It discusses the reasons for any under-resourcing and considers possible options to address these issues. In this study, resourcing is defined widely to include financing, the skills and experiences of planning department staff and the technological resources available.
