Summary

This Regulatory Impact Assessment (RIA) considers the potential impact of the implementation of Articles 7 to 10 of the Energy Performance of Buildings Directive. It looks at the background, rationale for government intervention, options, costs, benefits, impact on small businesses, competition issues, enforcement, monitoring and evaluation.

The accompanying spreadsheets contain estimating calculations supporting the RIA for domestic and non-domestic energy performance certificates, display energy certificates in public buildings, domestic and non-domestic boiler advice and air-conditioning inspections (see below to download).
