The Department for Communities and Local Government ran a consultation exercise between 13 October 2011 and 5 January 2012 on new regulations for designating neighbourhood areas and neighbourhood forums or Community Right to Build organisations and the preparation of neighbourhood development plans, neighbourhood development orders and Community Right to Build Orders.
