This research report provides data on the costs of fee-chargeable development management and looks specifically at whether planning application fees cover local authority costs.

The research also seeks to identify methods that would enable local authorities to calculate costs as a basis for locally-set planning application fees.

The findings and recommendations in this report are those of the consultant authors and do not necessarily represent the views or proposed policies of the Department for Communities and Local Government.
