Summary

The project reviewed the work previously carried out by Arup/Bailey in April 2000 to assess local authorities' costs in monitoring mineral and landfill permissions. It updated the earlier costing estimates and reviewed some of the previously proposed charging options. These included: a single charge per visit or a separate charge for each attending officer, a banding of fees to reflect regional variation and the relative benefits/disbenefits of providing rebates for a "good operator" with reduced frequency of visits.
