Summary

The principal aims of this study were to

  • provide further information on the costs, benefits and practicalities of using mediation in the existing development control system and how mediation might promote social inclusion and greater participation in the planning system
  • consider whether the existing statutory framework for determining planning applications and appeals might be changed to make more effective use of mediation and the scope, nature and implications of doing so
  • consider the potential for a national mediation service
