Summary

The overall aim of the research study was to set out the level of current scoping activity and consider the extent to which scoping opinions contribute to and improve the effectiveness of the Environmental Impact Assessment (EIA) procedure. The study focused on scoping procedures for EIAs under the town and country planning system in England, but has also drawn on experience in Scotland, Northern Ireland and other consent systems. The research was commissioned to take stock of current scoping activity in order to inform future policy discussions.
