Summary

The Government commissioned consultants Addison & Associates with Arup to investigate the effect of Planning Delivery Grant (PDG) on local planning authorities' performance in 2005-06. This report evaluates, among other things, whether the Planning Delivery Grant awarded in 2005-06 has succeeded in encouraging local planning authorities to reform and re-engineer their planning application handling procedures to meet Best Value targets.
