This draft document sets out a risk assessment approach that can be used by both Local Authority and Approved Inspector Building Control Bodies (BCBs) when developing service schedules as part of the risk assessment process for building applications.
This document is part of the "Risk Assessment Decision Making Tool for Building Control Bodies" research project, which has been extended to include a pilot exercise (external link) for six months starting in January 2010. This pilot involves a select number of BCBs (including both local authorities and Approved Inspectors) using the risk assessment tool and guidance when dealing with building control applications to test the guidance and accept its impact in practice.
The Future of Building Control Implementation Plan outlined plans for modernising inspection and enforcement of the Building Regulations. This included a new inspection regime that was based on a risk assessment process aimed at making it more effective and efficient. In order to take this forward contractors (Greenstreet Berman) have been working with stakeholders (Building Control Bodies, architects, builders, developers and others) to develop a practical tool that will guide the BCB through the risk assessment process.
