Summary

Part 11 of the Planning Act 2008 establishes the legislative framework for the Community Infrastructure Levy (CIL). The impact assessment for CIL is attached below.

CIL will be a new charge which local authorities in England and Wales will be empowered, but not required, to charge on most types of development. CIL is a flexible instrument to help local authorities to unlock development in their areas. CIL charges will be based on simple formulae which relate the charge to the size and character of the development paying it, with the proceeds to be spent on infrastructure to support the development of the area.
