Summary

In November 2007 we published an Impact Assessment as part of the Housing and Regeneration Bill -Impact Assessment (see link on right) that analysed the costs and benefits of introducing mandatory ratings against the Code which included updated research and modelling data on the costs of building Code homes.

This report presents the findings of that research to update and enhance existing cost benchmarks for achieving different performance levels under the Code for Sustainable Homes (the Code).

This study was commissioned to refine the cost analysis of the Code in light of the technical guidance (see link on right) together with other supporting information.

The sections of this report set out:

  • Revisions to Cyril Sweett's initial cost analysis for specific credits in light of the finalised technical guidance on the Code
  • The range of development scenarios against which costs have been considered (because of the large number of potential development scenarios the analysis is based on a selected number of scenarios believed to illustrate upper and lower cost ranges).
  • Estimated costs of compliance with each of the Code levels for each house type under the different development scenarios and the savings in terms of utility bills, carbon emissions and consumption of potable water.
  • Analysis of the likely potential for future cost reductions arising from widespread uptake of the Code.

Whilst every effort has been made to develop accurate and representative cost analyses, it is important to remember that these are cost estimates and are not definitive.
