Summary

This consultation document contains proposals on how the arrangements for showing compliance might be streamlined through simplification and better co-ordination of the requirements to carry out CO2 emission rate calculations, thus reducing the burdens. The consulation closed on the 26 August 2008.

This consultation document concerns two measures:

  • the requirement to demonstrate that the actual as built CO2 emission rate (DER/BER) does not exceed the target CO2 emission rate (TER) for the building concerned
  • the requirement to provide an energy performance certificate (EPC) for all new buildings.

Under existing building regulations there are two separate requirements to carry out CO2 emission rate calculations. These two requirements are dealt with separately in both the Building Regulations 2000 and the Building (Approved Inspectors etc) Regulations 2000, with separate arrangements for showing compliance with each requirement.

This places unnecessary extra burdens on building control bodies (BCBs), building owners and those carrying out building work.

Alongside the consultation paper the department published an Impact Assessments of merger of Regulation 17 and EPC CO2 emission calculation  proposals (see link on right).
