This Circular substituted a fresh Direction for that issued as Annex D of Planning Policy Guidance 6: Town Centres and Retail Developments (Revised 1993). The Direction remains in force notwithstanding that a new edition on PPG6 was issued in 1996 and has since been replaced by Planning Policy Statement 6: Planning for Town Centres (PPS6).
