This document replaces Appendix D of Circular 09/95: General Development Consolidation Order 1995 in providing guidance on the use of ‘article 4 directions’, which withdraw permitted development rights granted by Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 as amended. It contains information about associated compensation arrangements and provides ‘model’ article 4 directions.

This guidance was published on 4 November 2010 to reflect changes to the article 4 direction procedure and compensation arrangements introduced by Statutory Instruments 2010/654 and 2010/2135. This has been updated to correct a factual error in the previous version - specifically paragraph 5.1 to reflect that regulations require the same procedure is undertaken for making a direction cancelling another direction (whereas previously the guidance stated in error that reconsultation is not required in doing so).

This document is relevant to both planning practitioners and those affected by article 4 directions.
