The coalition programme for government included a commitment to give residents a veto over excessive increases in their Council Tax bill.

This consultation document sets out the basic principles underpinning the proposed scheme, and seeks views on the practicality and technical feasibility of the mechanisms for triggerring and holding a referendum.
