Summary

The report sets out the findings and recommendations of the ODPM's Strategic Partnering Taskforce (SPT) following a two year Research and Development programme. Two of the principle functions of the R&D programme were:

to support a number of selected pathfinder authorities in developing new and innovative forms of strategic service delivery partnerships; and
develop, for the wider local government community, a comprehensive package of advice and toolkits collectively headed 'the Knowledge Programme'.

The report focusses on the principle findings of the SPT and its recommendations. These are mainly concerned with demonstrating what local authorities can do to ensure the best chance of establishing and managing a successful service-delivery partnership.

The Final Report is accompanied by the Annexes, which deals with a range of additional technical material that supports the wider Knowledge Programme.
