This paper brings together three issues papers from the Process Evaluation of Plan Rationalisation. It focuses on perceptions, processes and progress within government departments and the impact that plan rationalisation has had on central government's ways of working and thinking in relation to local government. It goes on to examine local government perceptions of the implementation and effectiveness of plan rationalisation and suggests issues for further consideration.
