This paper brings together findings to date from the ongoing evaluation of new council constitutions and examines whether the new arrangements are achieving their key objectives (stronger leadership, greater democratic legitimacy and better checks and balances) in local authorities. There is consensus that executive arrangements have bedded down and provide more visible and effective leadership and quicker decision-making. While there are examples of innovative practice in community leadership and engagement, there is less agreement that these features have been developed in all areas. Checks and balances are working, although the research suggests a variable picture.
