Three-year Local Public Service Agreements (LPSAs) were introduced in 2000-01 and have now been implemented in most top tier English local authorities. As part of their long term evaluation, this report focuses mainly on those agreements running from 2002 to 2005. It looks at local authority performance against LPSA targets, the factors influencing performance and someĀ wider and longer term implications. It also covers some of the negotiations for second round agreements. The research is mainly qualitative, though analyses of performance indicators and survey data also provide some early, tentative information on the impacts of LPSAs.
