Summary

This multivariate analysis found that LPSAs were effective in driving improvements in services with targeted indicators, especially during and after the final year of the LPSA period.

The performance of 20 targeted indicators in 144 LPSA authorities was compared with performance on indicators in other years/authorities where there was no target on that indicator.

Targets had a significant positive impact on 16 out of the 20 indicators during the LPSA period, increasing to 18 in the final year. Improvement also continued during the post LPSA period.
