This 4 year study found that Local Public Service Agreements led to improved working practices, new initiatives and wider change in local authorities. There were significant improvements in some of the targeted service areasĀ - often judged sustainable beyond the agreement period - and many targets were exceeded.
A 'pump priming' grant and the prospect of reward aided target achievement, but other key success factors were a clear delivery plan, good performance management and targets which reflected local priorities.
A second round of agreements saw further improvements in target setting, data management and partnership working.
