Summary
This report presents findings from analysis of two sets of council case studies designed to explore changes over time in attitudes, approaches and impacts of the Beacon Scheme. It focuses in particular on: changes over time in the nature of applications to, and engagement with, the Scheme; knowledge creation and transfer in the context of Beacon learning events; learning both by Beacon and non-Beacon councils; and performance improvement resulting from the Scheme.
