Summary

The consultation paper proposes the long term arrangement for the rating and listing of fully unbundled local loops for non-domestic rating purposes.

A local loop is a copper wire that connects BT's network, from the local BT exchange, to customer's property. Fully unbundling a local loop is the process of physically disconnecting the wire from BT's network and re-connecting it to a different operator's network. The operator is then able to offer telephone and broadband services to the customer.

The arrangement of having BT as liable for business rates on local loops is due to expire on 31 March 2008. This consultation paper considers the options available in providing a viable long term arrangement.

The closing date for responses is 16 October 2007.
