Summary

The introduction of the power to promote or improve the economic, social or environmental well being of their areas and the freedom to charge for discretionary services, has enabled local authorities to expand the range and nature of services they offer.

This study establishes the extent of English and Welsh discretionary service provision; explores the processes that authorities employ to decide on charging policies; canvasses the views of local authorities and anticipates their reactions to the freedom to charge; and establishes the level of public awareness of, and attitudes towards, the provision of discretionary services.
