Summary

This guidance document is provided in addition to the Local Government (Structural and Boundary Changes) (Staffing) Regulations 2008, and sets out the Government's expectation as to how staffing matters should be handled.

It also sets out the issues and approaches that affected local authorities will need to consider when taking decisions relating to staffing arising from the seven structural changes orders for unitary local government made under Part 1 of the Local Government and Public Involvement in Health Act 2007.
