This is the third and final annual report from the three year evaluation of the Communities and Local Government programme of involvement with councils classified as poorly performing. The research addresses why some councils become poor performers, what approaches to recovery work (and in what situations), and what impact recovery strategies have on the levels of performance in councils classified as poorly performing.
