Summary

Sustainable organizational improvement has been shown to occur where there is cultural change affecting behaviours and attitudes and cultural factors are arguably best assessed by researching staff views and behaviours directly. This report presents the main findings from analysis of the relationship between authorities' levels of engagement with the Beacon Scheme and employee attitudes at the front-line of council services. The main findings here support the contention that the Beacon Scheme is associated with favourable organisational outcomes.
