Summary of a baseline study for a potential long term evaluation of the measures known as 'freedoms and flexibilities'. These measures were introduced to give greater autonomy to local authorities and include:- reductions in capital and revenue ring fencing; reductions in government inspection; the rationalisation of statutory plan requirements, BVPIs and area based initiatives; increased trading and charging powers; Prudential Borrowing; Business Improvement Districts; the Local Authority Business Growth Incentive Scheme and the de-regulation of consent regimes. The study also looked at the work of the Innovation Forum.
