Summary

This report sets out the conclusions of a feasibility study to support a long term evaluation of freedoms and flexibilities in local government which were introduced to give LAs greater autonomy.

 The objectives of the feasibility study were to develop a research framework for the evaluation of freedoms and flexibilities that is deliverable and robust; to develop a 'theory of change' that provides an analytical framework for the empirical evaluation; and importantly to provide policymakers within Communities and Local Government with as much early data as possible on the perceived effects of freedoms and flexibilities policies 'on the ground'.
