In December 2000, the Department commissioned a report to evaluate the longterm impact of Best Value on English local government. This report summarises the results of the baseline phase of this work and is intended to give an objective, rigorous and robust evaluation of the:

approaches by which local authorities implement the Best Value regime; and
impact the regime has upon authorities' capacity to deliver continuous improvement in service delivery.
