Summary

This report provides a snapshot of regional governance in England in 2004.

It is the final report of a research project that would have evaluated the operation and effectiveness of Elected Regional Assemblies, had they gone ahead. This study was awarded by ODPM to a consortium led by the SURF Centre (University of Salford) in 2003. It reports on work undertaken for the first two phases of what was originally intended to be an eight-year project: the feasibility stage, concluded at the end of 2003, and the baseline stage, which ran to the end of 2004.
