Summary

This paper reports qualitative findings from in-depth interviews with over 40 key players in 10 local authorities to determine the extent to which new council constitutions are achieving stronger leadership, greater democratic legitimacy and the implementation of greater checks and balances.  The findings suggest that outcomes associated with strengthening and making more visible and strategic leadership have been achieved across all authorities.  However, there is less uniform agreement about other aspects of the new council constitutions associated with supporting democratic legitimacy and providing checks and balances.
