The district councils in Cornwall, Durham, Northumberland, Shropshire and Wiltshire, and the district and county councils in Cheshire will be wound up and dissolved on 1 April 2009 and their functions, assets and liabilities transferred to new unitary councils.
From March 2008 until their dissolution, these councils will be unable to enter into certain contracts without prior approval of the body responsible for setting up the new arrangements. Contracts covered by these arrangements may include contracts for the supply of goods and services, and for the sale or purchase of land or property.
These directions, which came into force on 4 March for the district councils in Cornwall, Durham, Northumberland, Shropshire and Wiltshire, put in place these arrangements to enable the best use to be made of public money and to maintain effective council services throughout the move to the new unitary councils. A further direction which will cover the local authorities in Cheshire will be made shortly.
