This paper focuses on how community strategies are being developed in two-tier authorities and link in with the regional agenda. Drawing on a range of evidence, it argues that whilst there are emerging roles for district and county level community strategies, clearer guidance is needed on two-tier working and more resources are needed for community planning at district level. At regional level, it found that GOs have generally taken on an advisory role and links are developing between community and regional strategies. Again, clearer guidance is needed on how community strategies should engage with the regional and supra-regional levels.
