Summary

Central and local government both recognise that local communities are increasingly concerned about the impact of climate change and the need to adopt a sustainable approach to the use of our precious natural resources. At the same time local people can feel their actions will make little difference in tackling these issues. Yet if local communities acting in partnership accept the challenge, they can begin to have a real impact in mitigating climate change and in adapting to its effects.
