Summary

The 1999 Local Government Act requires a local authority to put in place 'arrangements to secure continuous improvement in the way in which its functions are exercised'. Sometimes continuous improvement is compatible with existing structures and processes, but sometimes it requires organisational change.

Drawing on qualitative research conducted as part of the long-term evaluation, this report considers ten case studies of organisational change.
