Summary

This paper presents interim findings from ongoing case studies in 8 local authorities. Findings indicate that LAs and LSPs are progressing in their development and implementation of community strategies, mostly through effective partnership working. In most of the case study authorities, progress had also been made on plan rationalisation, generally within the framework of the community strategy. The report lists the main drivers and barriers in the development of both community strategies and plan rationalisation and there are several suggestions as to how government guidance on plan rationalisation might be improved.
