Summary

Councils are encouraged to play a leading role in the change process, by challenging traditional service delivery methods and techniques. The Local Government White Paper published last year commits the department to deliver a Business Improvement Package (BIP) for early 2007, and represents a substantial response to the challenges of the Transformational Government Strategy published last year. The BIP will provide councils with strategic guidelines and tools on ways to improve customer service and addresses a number of efficiency themes highlighted in Sir David Varney's report on service transformation, published as part of the Pre-Budget Report.
