This report presents findings from analysis of the third national survey of English Local Authorities, undertaken in March 2006, which sought to evaluate experiences of, and attitudes towards, the Beacon Scheme. The survey methodology was designed to obtain responses from both elected members and officers working in different roles in different authorities providing both a strategic and operational perspective on the Scheme.
