Area Based Grant is part of the Government's commitment to maximise freedoms and flexibilities for local authorities. Over £5bn of former specific grant funding will now be paid as non-ringfenced general either as Revenue Support Grant or Area Based Grant.

This document is aimed primarily at finance officials in local authorities. It provides guidance to local authorities on the new Area Based Grant, what it is, its relationship to LAA grant, how it will be paid and accounting and reporting requirements.
