Summary

This guidance is given by the Secretary of State under regulation 7 of the Housing (Right to Manage) Regulations 1994 (SI No 627/1994) which provides that any person exercising functions under those Regulations shall act in accordance with any guidance given by the Secretary of State.

This book is part of a pack of volumes about the Right to Manage. It provides specific advice about the frameworks for the programmes of learning and support that agencies and tenants receiving Tenant Empowerment Programme funding must follow.

It also sets out guidelines for the assessment of competence of a TMO. It is aimed primarily at approved agencies, but it can also be used by tenants and local authorities.
