This research provides the most comprehensive review of the system for valuing property for the RTB that has ever been undertaken and examines in some detail the reasons for increases in RTB valuation appeals since 1997/98. Surveys for the study have included all the key stakeholders in the process across all English regions, including local authorities, their tenants and purchasers, council valuers, consultant valuers and District Valuers from the Valuation Office.
Over 20,000 RTB valuation cases have been analysed, including 5,400 appeals, to provide evidence for the extent of and reasons for appeals and for variation between valuations of the same property. Findings from the surveys and analysis are set within the context of RTB legislation, valuation methodology and recent proposals to change the RTB. The research conclusions that follow draw together the evidence from all these sources and inform recommendations for improving the RTB valuation process.
