Summary

Many thousands of social tenants, both local authority and Registered Social Landlord (RSL) tenants, have become 'tolerated trespassers', seriously affecting their rights and causing practical difficulties for their landlords. Many tenants - and even landlords - may not even be aware of this.

This paper looks at options for remedying the situation both in the future and for existing tolerated trespassers.

We invite responses by 2 November 2007.
