Professor Ian Cole was appointed to chair a panel of independent stakeholders tasked with producing recommendations to Government on how to extend the scope of the Tenant Services Authority to include Local Authority social housing.  The Panel met in full on four occasions between January and June 2008 and this report presents their final recommendations.
