An independent review of the house building industry structure and business model, including land holding, and the capability of the industry to deliver increased housing supply in a low/zero carbon environment (undertaken by John Callcutt - former Chairman of English Partnerships and prior to that Chief Executive of Crest Nicholson).
The purpose of the review was to examine how the supply of new homes is influenced by the nature and structure of the housebuilding industry, the business models and its supply chain, including land, material and skills.
The findings and recommendations in this report are those of the consultant authors and do not necessarily represent the views or proposed policies of Communities and Local Government.
